A commission scheme is a named rule for turning an order into a commission rate. Every
scheme is one of two mutually-exclusive kinds:

Kind How the rate is determined
By rate A single flat rate entered on the scheme (e.g. 0.05 = 5%). It is applied directly, as a fraction — not a percentage to be divided by 100.
By matrix A rate matrix returns a variable rate, typically looked up by the Net:List ratio (plus any other axes you build into the matrix). If a matrix is selected it takes precedence over the flat rate.

A rep can carry three separate schemes, so product, freight and installation can each
be commissioned differently:

Scheme Purpose
Product commission The main scheme for the product value of the order.
Shipping commission An additional scheme for the shipping portion.
Installation commission An additional scheme for the installation portion.
All three apply to the whole order net
In the current build each of the three schemes multiplies the full order net price — the
shipping and installation schemes are not applied only to the shipping/installation
sub-totals. If you assign all three, their rates add together against the same net figure.
